In order for pages to automatically get created and associated for translation purposes, a number of pre-conditions must be in place:
Requirement for translation - Your site administrator must have set your primary language site to require translation. To setting in the Site Design Manager controls this requirement for the entire site. Your site administrator also has the option of requiring translation only for certain pages or sections of your site.
The parent pages of any child pages you create must already be associated between your primary and secondary language sites. If the parent pages are children of other pages, this may already be in place. For example: After the Home pages of your primary and secondary sites have been linked, creation of a child page on the primary site will trigger the creation of the same page on the secondary site.
At any time you can alter the settings for a primary/secondary site pair of associated pages by editing the settings on the Translation tab.
